EMPLOYMENT OF SUPERINTENDENT 2110 |
The Board of Education shall employ a Superintendent of Schools who shall serve as the administrative officer of the Board and the executive administrator of Randolph Public Schools. Legal Reference: Statute 79-441.
QUALIFICATIONS
The Superintendent of Schools shall have the necessary certificate as required by law (Statute 79-1229) shall possess qualities of professional and civic leadership; shall be a good character and moral repute; shall have a specialized training in the educational and business administration of public schools with at least a masters degree from an accredited institution of higher learning; and shall have demonstrated that he is capable of leading a staff and community in a continuous program of school improvement.
APPOINTMENT
The Board of Education shall appoint the Superintendent of Schools for a term of not more than three years, renewable annually for three year intervals. Legal Reference: Statute 79-519.
The Superintendent shall be employed on a twelve month basis, with a vacation period of one month.
SALARY
The salary of the Superintendent shall be annually reviewed by the Board of Education. The Superintendent will be notified of his/her salary and contract terms prior to April 15 of each year. Legal Reference: Statute 79-1254.
SEPARATION
If, at any time, in the opinion of the majority of the Board, the Superintendent’s services are unsatisfactory, he/she shall be notified in writing and given an opportunity to correct the condition. If the conditions are not corrected, he/she shall be given notice in writing at least six months before the expiration of his/her contract that his/her services will not be retained.

DUTIES OF THE SUPERINTENDENT 2120 |
The Board of Education shall delegate the administration of the school system in all aspects to the Superintendent, who shall carry out his administrative functions in accord with the goals and policies adopted by the Board of Education. The execution of all decisions made by the Board concerning the internal operation of the school system shall be delegated to the Superintendent.
As Chief Administrator for the Board, the duties of the Superintendent are:
BUSINESS OF THE BOARD
The Superintendent, in consultation with the President of the Board, shall prepare the agenda for each Board meeting. He/she shall attend all Board meetings, except for those portions of a meeting when his contract is under consideration. He/she will participate in all deliberations of the Board when such deliberations do not involve his employment.
He/she will present his recommendations on all problems and issues considered by the Board.
ADMINISTRATION OF POLICY
The Superintendent shall have developed administrative procedures and regulations for implementing and achieving the Districts goals and policies. He/she shall have developed the organization structure necessary to accomplish the goals and policies.
He/she will keep the Board fully and regularly informed as to the effectiveness of operation of existing policies.
ADMINISTRATION OF SCHOOL SYSTEM
The Superintendent shall administer the schools in conformity with the state laws, the rules and regulations of the state department of education, and the adopted policies of the District.
He/she shall organize the divisions of executive and supervisory services including administration, personnel, instruction, communications, staff development, and business.
PERSONNEL
The Superintendent will make recommendations for the employment, promotion, demotion, and termination of all employees. The qualifications for personnel assigned within the District will be determined by the Superintendent pursuant to the job classification, assignment, and any applicable board policies.
The Superintendent shall have the authority to make assignments to duty and to make transfers of personnel to meet the existing needs of the school district.
It shall be the policy of the Randolph Schools, that neither the spouse of the Supt. Or Schools, nor a members of the Superintendent’s immediate family, shall be a full-time employee of the School District of Randolph.
INSTRUCTION
The Superintendent shall keep the Board informed on the current curriculum programs and research.
He/she will submit to the Board the recommended major changes in the organization and courses of study and curriculum to be used in the District.
STAFF DEVELOPMENT
The Superintendent is responsible for developing a program for the continuous improvement and effectiveness for all staff members.
FACILITIES
The Superintendent shall inform the Board on the progress and conditions of school facilities and will annually recommend projected building needs.
FINANCE
The Superintendent will submit to the Board, a recommended budget for the ensuring year. The budget will be in detailed form.
At each monthly Board meeting, he/she will report the current status of the major sections of the budget.
CALENDAR
Annually, the Superintendent will recommend a calendar for the ensuing school year.
PROFESSIONAL KNOWLEDGE
The Superintendent shall be knowledgeable of the progress being made in education, and the latest trends, laws, and statutes affecting education. He/she shall keep the Board informed of progress, trends and other forces affecting the schools.
PROFESSIONAL PARTICIPATION
The Superintendent shall participate in and provide professional leadership to local, state, and national organizations, which pertain to his official duties.
COMMUNICATIONS
The Superintendent will maintain an effective communications program within the staff and community.
RESEARCH, EVALUATION, PLANNING
The Board expects the Superintendent of Schools to concern himself with long-term planning to guide the board in policy development and effective decision making. The Board recognizes that research and the evaluation of its findings must support planning.
GENERAL WELFARE
The Superintendent will assist the Board in all matters pertaining to the general welfare of the school district, and to perform such duties as the Board may determine.

EVALUATION CRITERIA FOR THE SUPERINTENDENT OF SCHOOLS 2130 |
There are certain selected competencies of a Superintendent of Schools that should continually be evaluated. The evaluation of these items should culminate in a definite annual assessment by the total Board which includes: (1) A review of the monetary value of the Superintendent’s services to the District, (2) suggestions to expression of goals that the Superintendent should be working towards, as formulated by a majority of the Board of Education. The annual evaluation shall be completed in December of each year.

ADMINISTRATION OF SCHOOLS 2200 |
As delegated by the Board of Education, the administration of Randolph Public Schools is responsible for the direction and coordination of students and staff in their efforts to reach educational goals adopted by the Board within the guidelines established by Board policy and law.
The Board expects the administration to demonstrate leadership and proficiency in:
1. People development so that each individual staff member and student operates at his optimum capacity and obtains success in his pursuit.
2. The processes of decision making and communication.
3. How to plan, organize, implement, and evaluate.
4. How to coordinate and guide the various human and financial resources within the community so as to enable people to do things together for education that they might never be able to do separately.
ORGANIZATION
The administrative organization of the district shall be considered as an orderly means of achieving the district’s primary objective, an effective program of instruction for each pupil.
In the organization and administration of the schools, the Superintendent shall balance responsibility with commensurate authority subject you the reserve and legal powers of the Board. This means that a member of the staff when assigned a responsibility or a position shall be given the authority to make the decisions necessary to perform the tasks.
ADMINISTRATION OF POLICIES AND GOALS
The Board will determine the goals and policies to guide the decision-making process governing all activities of the schools. In setting these policies, it will seek the advice and assistance of the faculty, staff, employees, parents, and students through the Superintendent. The Superintendent will recommend necessary changes, deletions, and additions to the Board Policies, where applicable.
The Superintendent is responsible to the Board of Education for the administration of the schools under applicable laws and the policies of the Board. The Superintendent, in cooperation with the administrative staff, shall promulgate such rules, regulations, and directives as may be necessary, proper, and convenient for the implementation and enforcement of the policies of the Board of Education.
Each employee and pupil is responsible for complying with the Board Policies and regulations.

ADMINISTRATION IN POLICY ABSENCE 2210 |
If a situation demanding decision is not covered by an existing law, policy, or by regulations, the Superintendent or his designee is empowered to make the decision he deems best in his professional judgement.
Decisions made in the absence of needed policy shall be reported to the Board and the Superintendent shall develop recommended policy to deal with similar matters in the future.

PROHIBITION OF SEX DISCRIMINATION 2211 |
It is the policy of School District 45 that no person shall be subject to discrimination on the basis of sex in violation of the federal or Nebraska constitutions or any applicable federal or state law.
The Board of Education shall delegate to the Superintendent the administration of the Title IX guidelines in areas of treatment of students and employment of staff.
Regular grievance procedures shall be followed for any complaints resulting from alleged acts of discrimination. Legal Reference: Title IX of the Education Amendments of 1972.
