MINUTES OF REGULAR BOARD MEETING

 BOARD OF EDUCATION

8:00 P.M, MONDAY, June 9th, 2025

The regular meeting of the Randolph Board of Education was called to order at 8:00 p.m. by Paul Schmit on June 9th, 2025, with the following present: Members Paul Schmit, Cody Backer, Lucas Miller, Anson Dockhorn, Chris Winkelbauer Superintendent Schrunk, Principal Beacom, Principal Bartels and Tiffany Kalin recording secretary.

Paul Schmit announced and informed the public that a current copy of the open meetings act is posted on the wall.

 Motion was made by Backer and seconded by Dockhorn to hereby determine that this meeting was preceded by publicized notice in the Randolph Times on June 4th, 2025, and is hereby duly convened in open session.  On roll call vote motion carried 5-0.

Motion was made by Dockhorn and seconded by Miller to excuse absent board member Sandy Owens. On roll call vote motion carried 5-0.

Everyone joined in the pledge of allegiance to the flag.

Motion was made by Backer and seconded by Winkelbauer to approve the regular meeting minutes of May 12th, 2025.  On roll call vote motion carried 5-0.

Motion was made by Miller and seconded by Winkelbauer to approve the June 2025 claims. On roll call vote motion carried 5-0.

President Schmit welcomed patrons who expressed their thoughts and gave input on the cell phone policy.

Under discussion items Mr. Beacom and Mrs. Bartels reviewed changes in the elementary and high school handbooks for the 2025-26 school year.

Motion was made by Miller and seconded by Dockhorn to approve the lunch prices for the 2025-26 school year at $3.30 for elementary lunches, $3.55 for high school lunches, breakfast for K-12 will be $2.60. Adult breakfast will be $3.35, adult lunch will be $4.65. Ala care items will be $1.50.

Motion was made by Miller and seconded by Backer to waive the first reading and approve the final reading, as presented, of policy 5101 Student Discipline and policy 6400 Parental/Community Involvement in Schools. On roll call vote motion carried 5-0.

Motion was made by Dockhorn and seconded by Miller to approve the first reading of editions or new board policies, as presented, within the following chapters: 1000, 3000, 4000, 5000, 6000 and 9000. On roll call vote motion carried 5-0.

Motion was made by Dockhorn and seconded by Winkelbauer to approve the first reading of policy #6113-Electronic Communication Devices and Cell Phones. On roll call vote motion carried 5-0.

Motion was made by Backer and seconded by Miller to approve sewing machines for FCS using NDE State CTE Funds. On roll call vote motion carried 5-0.

Motion was made by Miller and seconded by Backer to approve A resolution authorizing the issuance and sale by cedar county school district 0045 (Randolph Public School) in the State of Nebraska of it’s general obligation school building bonds, series 2025, in one or more series and in an aggregate principal amount not to exceed Eight million seven hundred and fifty thousand dollars ($8,750,000); authorizing certain officials to determine the final aggregate principal amount, maturities, rates, terms and other details of such bonds; imposing an ad valorem tax on all taxable property within the district to pay the principal of, premium, if any, and the interest on such bonds; authorizing the designation of certain bonds as qualified tax-exempt obligations ; authorizing the sale and delivery of the bonds to the purchaser thereof; adopting certain post-issuance tax compliance and disclosure policies and procedures with respect to the bonds; authorizing the taking of certain actions and the execution and delivery of certain documents; and prescribing other matters relating thereto. On roll call vote motion carried 5-0.

K-6 Principal Beacom, 7-12 Principal Bartels and Superintendent Schrunk gave their monthly reports to the board.

Meeting was adjourned at 9:55 p.m.

Notice is hereby given that the next regular meeting of the Randolph Board of Education is on Monday, July 14th, 2025, there will be three separate policy hearings on Student Fees, Anti-Bullying, and Parental Involvement which will begin at 8:00 p.m.  The regular meeting will follow. An agenda is kept continually current and is available for public inspection in the Superintendent’s Office during regular office hours.

 

I, the undersigned, the duly qualified and acting Recording Secretary of the Randolph Board of Education, Randolph, Nebraska, hereby certify that the attached and foregoing minutes are a true and correct copy of a meeting of the Randolph Board of Education, held in open session at Randolph, Nebraska on the 9th day of June 2025 which meeting was preceded by posted notice.
